Executive Director

This position will report directly to the Board and provide overall direction and leadership for SDDPC. The Executive Director will be fully responsible for the leadership and management of the operations, customer relations, corporate alignment and organization structure, financial management and controls, strategic and operations planning, performance measurements, human capital, management development and the overall operational performance of the company. While the Executive Director will maintain responsibility for all aspects of company performance, particular focus will be placed upon customer relations, strategic partnerships and employee development.


San Diego Data Processing Corporation (SDDPC) is a nonprofit corporation 501(c) (3) owned by the City of San Diego, overseen by a Board of Directors. The Board is appointed by the Mayor or the Mayor's designee and confirmed by the City Council.  As such, SDDPC embodies the best of public and private sectors in serving the needs of the citizens of San Diego as an information technology company.  

This position is located in beautiful, climate-perfect San Diego, California, and includes an attractive benefit and retirement package. It requires very limited travel. We are looking for a candidate to locate and operate in the San Diego region throughout the duration of the assignment.

Leadership 

  • Brings leadership and professional management skills to the job and is especially well-positioned to execute the transition from present to planned organizational structure. 
  • Demonstrates an ability to manage and facilitate change.Brings the organization to high and sustained standards of performance.
  • Creates a workplace where every employee feels valued and a critical part of the corporation's success. 
  • Ensures that the organization deals with fairness, transparency, and integrity with employees, customers, citizens and City of San Diego.
  • With Board guidance and approval, encourages development of SDDPC's policies and practices and articulates the SDDPC policies to the internally, and to external organizations as required.
  • Becomes the recognized senior-level SDDPC spokesperson on issues of importance to SDDPC. Builds a positive image of SDDPC among customer base.

Communication and Relationships

  • Establishes and maintains a strong relationship/partnership with the City's leadership.
  • Establishes excellent two-way communication with the SDDPC management team and employees, and leadership of the City.
  • Ensures that there are clear and appropriate standards of performance, clarity of objectives and measurement of those standards for all employees. 
  • Ensures that appropriate compensation and benefit programs are in place and administered properly.
 Strategy and Planning
  • Ability to implement change and transformation for efficiencies and cost savings.
  • Develops for Board approval an annual operating plan and financial budget, taking into account the mechanisms by which funding is achieved.
  • Evaluates and leads SDDPC's strategic direction and operational plans, and recommends implementation plans for the Board's approval in accordance with the Mission Statement and Core Values of SDDPC.  This includes the review of the structure of the organization and human capital requirements.
  • Informs the Board of business, technology, and legal issues and trends which may impact on SDDPC's goals.
Operations
  • Advises the Board about operational and organizational issues, and puts in place appropriate operational plans and controls.
  • Ensures that operations conform to the SDDPC core values and mission, and guidance provided by the Board.
Finance
  • Plans and manages SDDPC revenue and expenditure. Recommends budget plans for approval by the Board.
  • Ensures the transparency and integrity of financial reporting.
  • Sets financial controls and ensures adherence to approved SDDPC policies and procedures throughout the organization.

 Key Experience and Qualities:

The successful candidate should have many if not all the qualities and experience outlined below, combined with commitment to SDDPC's purposes and the drive to achieve them. 

Strong management and leadership skill, demonstrated through management and understanding of all functional areas of the organization.  Hands-on approach to working with the management and organization, and possessing a sharp sense of priority and the ability to get to solutions quickly.  Open personal style, resilience as a listener, and patient but with a focus on priorities and commitments. 

Facilitate organizational and cultural change.  Strong initiative, but able to make good use of resources, and the experience and efforts of others.  The persistence, persuasion, intelligence, and evident personal integrity to develop and maintain consensus and the support of major stakeholders. 

Ability to set business directions and develop strategic plans.  Ability to evaluate cost estimations, and develop and manage large-scale complex projects. 

Experience with the development of cost estimates and operating budgets and leading management teams in achieving financial goals.  Ability to manage to operating budgets.  Strong administrative disciplines, backed by a history of establishing metrics and delivering on commitments.    

Experience with the public sector and ability to operate within the public environment.  Clear understanding of the political dynamics associated with achieving consensus on major SDDPC issues and priorities, and of SDDPC's charter and mission. 

Requirements: 

  • IT management experience and a working knowledge of core technical areas:
  • Business application systems development, deployment support
  • Business support systems (e-mail, voice mail, corporate directory, etc.)
  • Enterprise Data Center/Computing Services
  • Voice, Data and Text Communication Systems
  • Technical Product Evaluation and Selection Methodology
  • Service, hardware, software and maintenance contracts administration
  • 15+ years management experience in multiple aspects of information technology, including data networking, voice systems, systems management, systems administration, enterprise applications and systems integration.
  •  5 + years general management experience with P&L responsibility.  The successful candidate has operated successfully as an Executive Director, CEO, CIO, or COO.
  •  Demonstrated ability to work effectively with the board and develop a rapport with it members and strategic partners. Significant experience with customer needs identification and demonstrated ability to identify comprehensive solutions, which encompass planning, budgeting and program management.
  •  BA/BS, preferably in a technical discipline (Computer Science, Management Information Systems, Business Administration) with emphasis upon Information Systems.   MBA or equivalent preferred.
